Enforcement, Autonomy, and Society: Digital Regulation at the EU Level

Recorded at the European Law Unbound conference, this episode features Joanna Mazur and Anton Naparelski from the University of Warsaw. Together we explore how procedural autonomy, civil-society participation, and enforcement structures shape the EU’s fast-evolving digital regulatory landscape.
The conversation moves from the Digital Markets Act to the AI Act, asking how much enforcement should remain at the Member State level, when the Commission should step in, and whether civil-society organisations can realistically influence compliance in an environment dominated by technical expertise and powerful platforms. We also look at cross-border cooperation challenges, uneven enforcement capacities, and why access to information—including public databases of national decisions—matters for accountability in Europe’s digital governance.
